Javier Emilio "Javi" Elizonndro Navarro is a major antagonist in the Netflix Series Ozark, serving as the secondary antagonist of the first half and the opening antagonist of the second half of Season 4. He is Omar Navarro's nephew and his second in command, with ambitions of one day taking over his uncle's position as head of the Navarro cartel.

Javier, also known as Javi, is an unpredictable and ruthless character. Javier went to college at LU in Chicago. He is suspicious of the Byrdes and their intentions. He continues to come back to the Ozarks to check up on the Byrdes, but he always gets into trouble. He stays at Helen Pierce's empty house and ends up killing sheriff John Nix, when he comes by to ask a few questions about Helen. Javi demands the Byrdes help him get rid of the body.
After Omar Navarro is arrested, Javi suspects Marty and Wendy. He almost kills Marty until his uncle calls him and tells him to work with Marty to make the same deal with the FBI that he was going to. Javi accepts the plan.
After that, Javi goes to deal with Darlene, who won't stop selling heroin even after his demand that she does. He shoots her in the chest and her husband, Wyatt, in the head, leaving Wyatt's cousin, Ruth, to discover their bodies.
Following this, Ruth is furious about Wyatt's murder and is intent on finding Javi for revenge, despite warnings from Wendy and Marty about his deal with the FBI and his status as the leader of the Navarro cartel which Omar had previously transferred to him. She tracks him down in Chicago and leads him into a trap at Shaw Medical. He enters the building and she shoots him for dead immediately. Wendy, Marty, and Clare Shaw are left to clean up his body.
