Personality[]
Despite being an FBI agent, Petty is shown to be not much better than the people he goes after. He is self-righteous, arrogant, manipulative, and his drive to succeed borders on obsession. He is also casually cruel to people, even those he considers a friend like Agent Evans. He also isn't above using people to get to his goals, like using Russ' closeted homosexuality or Rachel's substance abuse issues to turn them into informants. He also openly states his disgust and dislike for the people in the Ozarks several times.
He is a self referred “twink” and enjoys getting fucked by “bears” such as Russ. As such, this may explain why he cares (at least nominally) about Russ. Though nothing can truly explain his obsession with French avant-garde playwright Antonin Artaud.
He's also proven to be a complete hypocrite, having the audacity to chide Marty for using Petty's mother in order to get to him when he attempted to do the same thing with Rachel, manipulating her drug addiction in order to use her to get to Marty.
Petty's biggest fault is his inability to not take his work personally. He views it as a personal slight when he fails to catch Marty Byrde or any of his associates. His obsession with his work at the FBI has driven him to become a cold, bitter man who seeks to obtain his perverted view of justice, by any means necessary. It was also shown that he wasn't really well liked in the FBI, with Maya later referring to him as an asshole.
Despite his many negative traits, Petty had some positive attributes. He genuinely cared about his mother and was willing to drop his obsession with Marty Byrde in order to take care of her. He seemed to care for Russ somewhat as well and felt some remorse over his death, though he wasn't above using him for his own ends. He also indulged in some hobbies, such as making dioramas, taxidermy, and going fishing, which was something he did with Russ quite often.
Much like other characters, it was Petty's arrogance and carelessness that led to his death by Cade, casually insulting the hardened criminal about his family and his daughter and not seeming to understand that Cade was unstable and could kill him.
